Larry Ellison, Bob Miner, and Ed Oates started the consultancy Software Development Laboratories in 1977, which became Relational Software, Inc.(RSI).

In 1979, RSI introduced Oracle V2 (Version 2) as the first commercially available SQL-based RDBMS.

In 1983, RSI became Oracle Systems Corporation and then later become Oracle Corporation.

Oracle Version 3, released in 1983, the first relational database to run on multiple platforms.

Oracle 4,5,6,7 were released time to time.

Oracle 8i (with internet computing) released on in 1999.

Oracle 9i (with Oracle RAC) released on in 2001.

Oracle 10g (with Grid Computing) released on in 2004.

Oracle 11g (with Manageability,Availability) released on in 2007.

Oracle 12c (Cloud Service) released on in 2013.

Oracle 19c (Cloud Service) released on in 2019.

Oracle 21c (Cloud Service) released on in 2020.

Latest versions of all Oracle Databases have similarity with SQL and basic functions, So for learning Oracle Database practicing any one from 10g to 21c is fine.
